A CACR bill is one that, if passed, would put a question on the November ballot. These should be considered differently than regular bills because they don’t set any policy. The question is whether or not the voters get to answer the question.

In this case, it would be a ban on New Hampshire instituting an income tax. As expected, the discussion, the discussion devolved into debates on tax policy, education, and other unrelated matters. The debate should be simply, should we let the voters decide this one, or do we want all the power?

I may have voiced my frustration about the creeping scope of the conversation.
